FTP problems

Scenario:

I have a new server and I do not have problems connecting to my server, nor does anyone else I know of. However, one user cannot connect via ftp but maintains she can connect to another server without issue. She uses Dreamweaver each time to connect, but has also tried coffee cup ftp with no luck.

Any idea what the possible connection problem is?
