I have web hosting through hostdepartment.com and I've setup a pgsql database. How do I connect to that database and display the contents or possibly make changes to it using a browser?

Do you have a program with hostdepartment to do it, like WHM?

No they don't have WHM or any CGI on their control panel. What is WHM and where can I get a copy of it?
